CIRCULAR 23


Sub: Prevention of Caste Based Discrimination in Higher Educational Institutions.


Ref: F.No.F.1-7/2011(SCT) February 2021.


The Joint Secretary, University Grants Commission, New Delhi, through his letter cited above reference has instructed all the Higher Educational Institutions to take the following action in order to Prevention of Caste Based Discrimination in Higher Educational Institutions.


The action to be taken by the colleges as per the UGC circular is as follows:

  1. The Official/faculty members should desist from any act of discrimination against SC/ST students on grounds of their social origin.
  2. The University/Institute/College may develop a page on their website for lodging such complaints of caste discrimination by SC/ST students and also place a complaint register in the Registrar/Principal Office for the purpose. If any such incident comes to the notice of the authorities, action should be taken against the erring official/faculty members promptly.
  3. The University and Colleges should ensure that no official/faculty members indulge in any kind of discrimination against any community or category of students.

Further, the Higher Educational Institutions are also requested to advice the officials/faculty members of colleges of the University/Institute that they should be more sensitive while dealing with above such incidents In fact same kind of circular issued by the UGC in previous occasions also.


The circulars were issued by the University to take up action according to the circulars of UGC.


Despite the above mentioned circulars of the University, the colleges have not implemented the cireular which were issued in the backdrop of UGC.


You are therefore, requested to implement the above UGC Circular in your respectivve college initiating following actions:

  1. Develop a page on website of your college to lodge such complaint of caste discrimination committed against SC/ST students.
  2. Place a complaint register in the office of the Principal for the above purpose.
  3. If any such incident comes to the notice of the authorities, action should be taken against the official/faculty members promptly and same is to be reported to the University immediately.

The action taken report with regard to above initiatives are to be sent within 10 days from the date of this circular to the University as same is to be sent to University Grants Commission.
